There is a listing of the more-than-30 member organizations of the International Volunteers Program Association (IVPA) that is a good place to find reputable volunteer-for-a-fee programs.

How these programs rate against one another, I cannot say. When you say which are the "best", I don't know your criteria. The one where the volunteers have fun and feel like they've made a difference? OR, the one where local people feel like the volunteers were focused on the local community and their needs, rather than the wants of the volunteers themselves? Or would you have even different criteria?
Here's how I would judge a quality fee-based volunteering program:
-- it has testimonials from previous participants available for review
-- it has all of its financial information online (how much their yearly budget is, how much money they raised in the latest fiscal year and how much they spent -- and what they spent that money on)
-- it provides volunteers with safe, meaningful assignments that allow for a lot of interaction with local people
-- it provides apprpriate help and support if the volunteer is detained by police, accused of misconduct by community members, or is in need of medical attention
-- it provides appropriate training
-- it gives volunteers a menu of options for tasks to undertake
-- it has a screening process, and doesn't take "just anyone" as a volunteer because they can pay the fee

There are lots of options in international volunteer work to choose from and one can opt to join a project based on his or her preferences. Volunteer abroad programs that seek volunteers of specific skill set, ask for minimum fee and cover expenses for travelling are the most desired ones.

Hey there are many good NGO's or other organisations working for the benefit of the deprived. I am not sure which country you are trying to work in. My friends have worked for Gyanacharitra (India) The feedback i got from them was really good. Volunteer with them and they will look after your- Airport pick up, Accommodation, Food, Mobile Sim Card, Internet, Conveyance and Airport drop along with 3200 Rs stipend per month. Baobab Volunteering Services http://www.baobabvolunteer.com is non-for-profit 501(c)(3) based in USA offering short-term volunteering opportunity to 10 African countries. The experience is combined with optional tourism adventure for individuals, small groups, corporate, churches, high school and universities. We were offered highly professional and experienced services. Areas of services in available included Medical & Health, Community Development, Children, Education, Agriculture & Forestry, Animal, Environment, Conservation, Advocacy, Women and Orphanages. They literally matched us to where our skills and time were more valuable and that made a great deal of positive impact. We were provided with arrangements for travel, wonderful orientation, airport pick and all information we needed before we left for Tanzania, for 5 other nearby East and South African countries before we came back. I personally recommend them and I strongly advise that you do your research before signing up with these volunteer organizations, some have never even been overseas themselves.
