His/her own home!
Many photographers make fabulous images in and around their own homes. So that's where my vote goes.

success is not a place, it is a person.
learn your craft, learn about art, go to school, get a degree, start submitting to any photo contests, magazines like National Geographic. keep good records of any wins and prizes, create yourself a resume immediately and update it frequently, file your photos properly so you can find what you want quickly should you want to send something out, remember not every contest wants it on digital media, so expect to send some submissions in print. work at a photog studio while you are in school to get experience, knowledge, tips, mentoring.
Most good photographers travel a lot. New yOrk, Paris, LA, Berlin, all over.

Any place can be a good place, your home can be the most moving, because not many people see around your house every day. You can take pictures of almost everything there, except for maybe some cityscapes and stuff. I would recommend a big city that has lots of people, that way you can take pictures of whoever whatever and whenever you want!

Tough to answer the question as it makes little sense, on it's own.
I may attempt an answer by saying that the studio where Playboy magazines makes it's shoots may be one of the more successful "places" a photographer may work.
Or, I might answer by suggesting the the city of San Francisco may be one of the most picturesque locations for photographers to work, resulting in many "successful" images.
So many ways to answer that question!
