Can expanding balloons still baffle the Moscow ABM system?

It seemed like it would have worked in 1980s, from UK Chevaline to Johnny Russ. So, is the same amusing bunch of our pretend warheads still valid and useful?

So a 30 year old balloon will baffle Moscow?

I think a German student and his Cessna flight to Red Square caused more heads to role in the Soviet Air Defence Regiments than any overgrown condom.
