You can find some very good Chards in that price range.
Toasted Head - good California chard
Casa Lapostolle Cuvee Alexander (one of my favorites from Chile)
OBrien - great chard from the Oak Knoll District of Napa
Price isn't always synonomous with quality - most of the people working at quality wine shops will be able to point you in the direction of a quality chard at that price.

We went to a wine dinner a few years ago and were introduced to one of our favorite chardonnays which is Ferrari-Carano. It's really good and should be in your price range.
