i'm in st. louis, mo. shops aren't allowed to tattoo a "mole" or "freckle" on the face because it's considered cosmetic here.
are there any states that will do this?

You may want to check out Body Treasures in Alton IL. They are an award winning studio. As another advantage one of their artists is certified in permanent cosmetics, so she could probably tattoo on a freckle under that.

I know some of my friends that are tattoo artist in California (which is where I live) can and will and have tattooed little moles and freckles on the face. SO I think the laws are different here. Plus my boyfriend has his face tattooed and it was no problem to get it done. I would maybe check around a bit more.

You can certainly have a mole tattooed onto your face - just find a cosmetic tattoo artist to do it...

well im in massachusettes and i know some of the hair salons do it cosmetic tattooing
