How do I become retailer to sale NY fishing/freshwater License?

You need to contact the state government to be given the rights to legally sell fishing and hunting licenses, try this

Contact the NYS DEC, department of environmental conservation. They are in charge of all freshwater licensing. You might need to own a tackle shop, but then again, I'm guessing. The NYDEC knows best.
