well if u happen to like him back then i think that u need to say something to her but if theres nothing coming from ur end then u would just let her not know ignorance is bliss. and make sure that u tell the guy how u feel towards him if its not mutual then he needs to know that his actions are pointless and if u do feel the same way then the two of u need to find a good way to break this to ur friend without hurting her :) thats a tricky situation

if you like him and you are going to date him, then yes you should. but be prepared for her to be upset and possibly end your friendship--that would be her disappointment and immaturity showing. It's alright to be disappointed that someone doesn't feel for you the way you do for them but it is silly to punish your friends for how someone else feels about them.

If she is already dating him or has just broken up with him, then don't go out with him if you want to keep her friendship (unless she's cool with it or a great deal of time has passed).

If you don't feel anything for him, then don't say anything to her about it. He should be the one to tell her how he feels if he likes someone else (and if they aren't together, then it's none of her business any way)
