my legs are really strong but my arms r scrawny. how can i make it stronger and maintain its flexibilty?

you need to do curls, all different kinds of them, but make sure when you do that you are going all the way down and locking your elbow, and then comming all the way up and touching your forearm to your bicep. You will not lose flexibility if you do this.

you can either use weights, dumbbells, they help you a lot...

and if you want huge shoulders like me, do shoulder exercises with the weights you are using..
