Massachusetts is the only state offering full marriage. This doesn't do you much good unless you plan on moving there though. Other states such as Hawaii and New Jersey, offer Civil Unions. This is less benefits than a full marriage but more than a Domestic Partnership Registry. My advice is to see what the state you live in offers and then see a good lawyer to make sure that as many of your needs that can be met are.

The District of Columbia has an official registry for same sex marriages.
Massachussets has law for same sex marriages but you run into problems if you're out of state, you have to be a resident from their state but you can look further into this.
Vermont legally recognizes civil unions of the same sex.
New Jersey has Civil unions of the same sex.
Effective 1/01/2008 New Hamshire will recognize legal civil unions of the same sex.
You might want to call these states and get accurate information. Hope it works out for you both! Good Luck!

Canada. Very proud to say we are for gay marriage and a Liberal country. Niagara Falls would be a beautiful place for a wedding, I've been there plenty of times and it is gorgeous.

There is unaddressed data in your question:
1) where does it have to be legal? i.e. there are countries you could legally get married in, however it wouldn't be recognised in the US
2) Citizenship/residency of the couple - many countries and US states have citizenship or residency requirements.
MA will only let you get married there if it is not explicitly illegal in your state.
