I have heard that there is some kind of sale going on right now where you can get some of the Corel Photopaint products for very cheap...someone said around $40? I'm not sure though...I'll see what I can find. Corel is awesome though!

The 'best' is pretty much universally recognised as Photoshop - CS3 is the latest version but it's very expensive.

Lots of others have similar basic features but don't necessarily do the same job in exactly the same way, handling quality issues like profiles for example.

If you were a pro I'd suggest you couldn't do without it, if not I'd suggest GIMP or another free program, there are lots around.
