Any amount of drivers can enter into NASCAR in a year. There is no magic number or is there a specific division or series that they come from.
The rookie class ranges from 2 to 5 normally but has had 8 or 10 viaiing for the title of rookie of the year.
Then there are experianced "part time" drivers that come over from the trucks or ARCA just to race 1 or 2 events.
But there is no set place for new drivers to come from.

I agree with PAPABILL here.
I would like to add I believe the Busch series was created to "hone" a driver's skills in order to prepare him/her for the cup race, but the Busch series in no way is exclusive to the introduction of a driver to NASCAR.

There is no set number. They come from the Bush series, as well as other racing leagues. There are also the select lucky few who come from nowhere, working at Lowes or something and they get discovered.
