You can make the number cards out of posterboard. Cut them twice as long as the space you need for the number and fold in half (not a full crease). When released, the portion of the card with the number on it will "stand up" so you can see it.

Doesn't the venue provide table number holders? Because I HATE the ones that block my view from the people sitting across the table from me, I went to Michaels or Hobby Lobby and bought those little wedding castles and used those as the table number holders. I think they were less than $2 each.

Try the photo-frame department of a mass merchandiser (like Wal-Mart or Target). You can find wire photo holders -- a coil of wire anchored to a base.
If you are really tight on the budget, and have some time, you could copy one of the photo holders using wire (white dry-cleaner hangers sound perfect) and wire-cutters and pliers. Make a coil one one end for the number, use the other end for a larger coil - starting at the center of the coil, for the base.

You didn't mention what type of function this is for, but have you thought about picture frames? Just print out what you want on it, and slip it in the frame!
