Milk has fat in it, therefore it coats your tongue.

to make this hot chocolate=try make some recipe first!
Hot chocolate that's good enough for the White House, with both milk and light cream. No fuss with melted chocolate, since it's made with cocoa powder. Give it a whisk for a foamy touch.
INGREDIENTS:
6 tbs unsweetened cocoa powder
6 tbs sugar
2 1/2 cups milk
2 1/2 cups light cream
1/2 tsp vanilla
Cinnamon, whipped cream and orange zest
PREPARATION:
Add sugar and cocoa to milk and heat in a saucepan until dissolved. Add the cream, cinnamon and vanilla. Heat until almost boiling. Mix well and serve, topped with whipped cream and a bit of orange zest.

Chocolate has heavy fats in it (cacao butter) and in big amounts. Due to this dense consistency and the amount of fat molecules in it, it tends to hold heat for longer time than tea. Thus in tea you only have the fat molecules from the milk and in hot chocolate you have fats from the milk and a lot of fats from chocolate's cacao butter.

Fat molecules attract heat and retain it.
This is the principle used for microwave cooking. Microwave ovens cook the food from the outside to the inside by heating the fat and water molecules in the food through friction.

Chocolate has a higher heat capacity as compared to tea. That means, it holds more heat for a longer time, and releases it alot more slowly.

Hot chocolate is more dense and tends to hold the heat together better.

I am not sure but maybe since tea doesn't have perservatives and is "natural", it doesn't sting.
