It depends on the laws of the particular state you are talking about; some do not allow right turn on red. In my state, it is allowable to make a right turn on a red light. In the case of having two right turn lanes, I would think that both of them should be able to turn at the same time, but the turning cars should stay in their lane (that is, the car on the rightmost lane should turn into the rightmost lane, and the car on the second-to-the-right lane should turn into the second-to-the-right lane).

The answer is: it depends on your State and its' rules. Everywhere in NY, right turn on red lights are permitted except where there are signs saying no, except for NYC, there you can only make a right on red if there are signs saying that you can.
Also, I live out on Long Island and I have seen the type of roadway design that you're talking about. Usually there are signs posted indicating that only the curb lane can make a right on red. The sign usually reads "Right Turn On Red Light Not Permitted From Left Lane Turning Bay".

If it is illegal to turn right on red from the outside turn lane, then I've been lucky for a long time, 'cause I do it often. I even do it almost every Friday night in my tractor-trailer, as long as there isn't a car in the inside lane. I see people doing it, and never seen any problem. Maybe NC is different, I don't know. By the way, in our local school district, school bus drivers are not allowed to turn right on red for any reason!

In the majority of states, you can turn right on red if there isn't a sign prohibiting it, but only from the far right lane.

In California, at least, the answer is "yes."
Unless there is a sign prohibiting right turns on a red signal.
