Someone who is trained in interviewing. At one point on the department, we did not have female Officers working the street. It was one of the hardest jobs I had to do, but the victim felt confident in speaking to me, and I'm glad to say that many people went to jail. It even became more difficult during the trials, but the victim knew that I was there supporting them the whole time.

A Woman Prosecutor is the best person to interview a rape victim to present actual dramatization of the incident during the trial.

Don't be surprised if a female rape victim requests to be interveiwed by a male. Some victims may fear they are being judged when questioned by a female.

If a woman is the victim, then the interviewer should be a woman.

If a man is the victim, then the interviewer should be a man.

People assume that female is best for female. But often a female may ask for a male. They seem less judgmental (I do realize that's sexist, but rationality doesn't always come into play in this situation)

A sex crimes detective. One who has some compassion. It doesn't matter if they are male or female.
