I am living with the landlord in north California. The rent include everything like electric, hydro, cable etc. He never open the heat during the winter so I bought myself a heater in my bedroom. My landlord found out and asked me to pay extra eletric fee for the heater. I just came here from Canada 4 months ago so I am not familiar with the renting here. Isnt it everyone in north California open the heat during winter?? And is the landlord responsible for the heat in the house? Where can I find the information or whom can I ask for help about this? Thank you

call the civil court or district attorney in your area for landlord tenant laws
