Interesting question. I live in Beijing and we have 400-500,000 foreigner's total, of this number I am sure a big chunk is Overseas born Chinese.

I see one source quoting the Central Bureau of Statistics, "1.7 million foreign passport holders are registered as visitors in China."

This seems like it can be right to me. feel free to wade through the below document link you can find the nitty gritty there. I hope this helps

I just got back from a trip involving 10 cities in China. You see foreigners in American style hotels and bars but we still attract a lot of attention in the street or the main stream areas. There just doesn't seem to be many western-faced foreigners roaming around.

I have to say that I really enjoy the people in China. Overall, I was greeted with great hospitality and acceptance. I cannot wait to go back.

Well, your average city's largest university in China will have about 4,000 foreign students there learning Chinese which is a good indicator of the amount of foreigners. There are just enough foreigners that you see about 1 a day when you're out and about (who aren't tourists).

I am in Shanghai, PR China, we have around 18 to 20 million People living here.If I am to believe the latest survery from HIBC, then in Shanghai are 250.000 Foreigners, I would assume the same would count for Beijing.
Hope that helps
