Mexico is actually a lot safer. Both are beautiful.

They're both great. Depends what you're looking for. Mexico is absolutely steeped in history and all. Costa Rica has all those great national parks and nature preserves. Also depends where you think you might wind up in terms of towns. Mexicans tend to take on exchange students as a business, whereas in Costa Rica I'm not sure. Also not sure if AFS uses them, or insists on having a more family situation where the host isn't so much paid as given tax exemptions as they do here in the States.
If you're looking to learn Spanish, either is good. My understanding is that in San José, C.R., there´s (or used to be) a lot of European ex-patriates who live a pretty wealthy lifestyle, but that could be different today. I have friends from both countries, who, of course, love their homes lots.
Good luck choosing, you´re bound to have a great time either way.

Wow, lucky you.
Hmm. If it was me, I would choose Mexico. Learn the language, immerse in the culture, develop a palate and find some friends.
Go to Costa Rica everychance you have a vacation.
