I have watched every tutorial and nothing seems to work. I have a color pic.. I go to the hue/sat and make it black and white.. Everything is ok until I go to paint with my paint brush in the black foreground.. It doesn't turn back to the original color.. it just paints it black.. Any ideas ..

Buy a roll of masking tape, the blue kind is best - mask off all but the part you want to change the color of and then spray away with a good solvent based automotive paint, it will be the most permanent....don't put it on too thick or you wont be able to see the detail beneath...oh and have the window open, you'll be needing good ventillation.
It's kinda a one time only fix, you'll need a paint scraper for the next photo - oh - not recommended for "soft" monitors/screens, only glass ones.

if you received the photo in black and white there is no hope. but if you manipulated it then it can easily be fixed by adjusting the colour.
make sure you are on the correct layer and have all the right settings

You aren't leaving a color layer on the bottom...that's why
