That's not a shutter speed at all. It is a lens opening, also known as an "aperture."
Maybe this is part two of your other question, though...
f/16 @ 1/15
f/11 @ 1/30
f/8 @ 1/60
f/5.6 @ 1/125
f/4 @ 1/250
f/2.8 @ 1/500
f/2 @ 1/1000
f/1.4 @ 1/2000
So maybe f/1.7 is about 1/1500.

That's a lens aperture opening. It's probably a pretty good lens. Most lenses don't open that much. I guess you are talking about a 35mm camera. I think that you should take a class in photography if you really want to learn about it. It could be a fun adventure. Good luck.

the first three answers are from guys that know their stuff, i pay close attention to them and their answers and follow their advise.
you might check with your local community college about some photography classes, or look into joining a camera club. i am a member of a local photog group and it is very helpful, they are great with sharing their experience and finding speakers and putting on workshops...and field trips.
and at every meeting there is a show and tell and critique, very informative and helpful. that's my experience.
