Have you tried talking to your mom? You should bring up that she *did* let your brother get his ears pierced at 15...Ask her why it would be okay for him to get his pierced but not you? Don't whine too much about it, ask politely and sit her down, and tell her it really upsets you and that it's important to you.

You really do need help, if you are agonizing this way over an earring.
I wonder why she changed her mind. Did she give you a reason?
I told my daughter I would get her a car at 16, but then she messed up so bad in school and at home that I "changed my mind." She tried to hold me to it, but she wasn't being a responsible person.
She thought I hated her, but it was just the opposite. I was trying to keep her from harm.
