In China, many internet cafes. Also in most hotels. If you have wireless, you can find free hotspots and private unprotected wireless networks all over the place.

If you are looking for an ISP, then you can get ADSL through the phone company. If you are an Expat renting a furnished apartment with a telephone already in the apartment, you may need your landlord to do this for you because it is an added feature on your phone bill. I am outside of Beijing and I get phone and ADSL for 150 rmb/ month. Good Luck!

China telecom can set you up. will have to do it through your land lord though!
there are plenty of wireless networks to log on to, and even internet cafe's are cheap...
