reaction speed is partly heredetary. you inheret it through your genes. You can develop this talent through training but it is partly in your genes too

Yes; people have always been born with varying degrees of athletic abilities and talent, some with more, some with less. The ones born with less oftentimes then have to over come that by training harder, longer and better than their counterparts to make up for it. What they mean here with respect to Wing Chun is that because the movements and motions are shorter you have to move less and therefore don't have to be as fast. I did have a taller, stronger co-worker in the military many years ago challenge me to a test since he was taking Wing Chun and that he could block anything I threw. I ignored it for a good long while and finally after a lot of needling from him and some others I said alright lets put it to the test. Everyone knew that I was in martial arts pretty heavily and fought and competed a fair amount. I let him get ready in his stance and say go and I gave him a fake and a feint and then hit him with a ridge-hand on the backside of his head. He never brought it up again. Of course he was no master either and I knew he was just a beginner so I did not hit him real hard. In order to put these things to the test successfully or any martial art you have to train long and hard and for some time.

When they say talent it would mean that they are more naturally physically coordinated, anyone would be capable of obtaining the same skills with practice, however it may take a less coordianted individual longer to get the actions correct.
As for some people being faster, this can happen either through more training or different training than your own and it is true that some people are born with a greater number of fast twitch muscle fibres than others. You are genetically encoded to have a designated amount of Type I, Type IIa and Type IIb muscle fibres. The key is to make the most of what you have and conversly some muscle fibres have the ability to change from slow to fast and vice versa with the correct training stimulous. Just remeber that if you are "slower" then you should theoretically last longer.
The main issue in getting a faster punch or any movement though is training yur neaural pathways or nerves. By doing the motion that you want to learn repetatively, in this case a punch, you are training your nerves how to send the messages to your muscles at a faster rate and get a contraction quicker that results in a faster punch, this is really more important in developing a good punch than strength and it will develop your speed and power.
So the age old saying is true, If you want to get better at pushups then practice pushups, but if you want to get a punch then practice punching!

yes, it is true that someone can be born faster. it's just in their build. if some one is heavyset and has a lot of power, it's only natural that he has to give up some of his speed because of that. and speed still plays a part in wing chun and simply knowing wing chun does not make you able to defeat the speediest opponent. it does help you, but then, so will any martial art. Joe Lewis and Chuck Norris weren't the fastest competitors when they were champions, just the best at making up for that.

Yes, this is, somehow, based on genetics. Just like being able to run fast, or jump high, all these physical traits are genetic.
The answer has something to do with the type and amount of certain muscle fibers that allow foe faster striking. Again, due to genetics first and training second.
And don't forget, faster nerve impulses equals faster reflexes, which translates into faster punches.

Yes, somebody can be born with a faster punch. Largely due to genetics (and of course some contribution by training, lifestyle, etc.) there are different kinds of muscle. There is a quick muscle reaction that you can use emmense strength over a short burst and react very quickly with and there is a muscle type that lends itself to long endurance with slow reaction time. Most of your muscles are made up of a combo of the two and the speed of a punch can be due to this varying degree of how much of each your muscles are that you are using to throw a punch.

A sucker punch. ideally using a maximum appropriate hook charged up via a left hook. The left hook supplies greater leverage to the main appropriate hook. A sucker punch is a punch whilst the opponent least anticipated it. In boxing, a HEAVY PUNCHING BAG will do the trick. Punch and punch until you could particularly make it swing with hooks, as quickly as finished, upload greater weight to the bag, make it circulate like a seesaw. Repeat. Mike Tyson knowledgeable like that.
