I think that its more than two. Its sort of like the old saying that twos company, threes a crowd. Two would make a pair if they're both male and female. I don't think that two males or two females would stick around together, unless they were litter mates, but I think that they would still be called a pair.
As for the Tootsie Pop thing, the Tootsie Pop site actually has a page about the possible numbers of how many licks that it could take for the average person to get to the center. There have been some university and high school classes that have tried to solve the age old question. See the link in the source box. :0)

In our family, it took just one b!tch to make a pack.
The dogs made it all the more interesting.
(Yes, II tried the Tootsie Roll thing too. Mom made me stop cuz "Carole" would get jealous because I had a Tootsie Pop and she didn't)

I'm not sure, but I sure have a gang and they gang up on me. I have 6 dogs. And they all have their own unique order. My sheltie/german shepherd is the watch dog, my boxer is all bark, he's a scaredy cat but he knows his bark scares others. My chinese crested is the best at letting me know when its time for the doggies to go potty. Our female pomeranian is the best at letting me know when the water/food bowl needs refilling. Our male pomeranian well he has his own job of keeping everyone in line when they misbehave he'll let you know. And our last doggy is a pomeranian/chihuahua and he is basically everone's pal. If any of the other dogs are not feeling good or are tired, or want to play he's the one that's their buddy.
Its just neat to watch how they bond to each other like that and have their little system.
I don't know how many it takes to make a pack but 6 seems to make their own pack work well.

How many licks does it take to get to the center of a tootsie roll tootise pop? A one.... a twooooo, a three... A three.
I think a pack is three or more dogs. A leader and two or more followers.
EDIT:
Did you hear the accent in your head when you were saying it... a twoooo, a threee, a threee. There's a definite accent.

Officially a "small pack" is 4-7 dogs, a "large pack" is 30-60 dogs.

Probably anything ranging from two canines and up. I've heard of wolves traveling by two and then of course the larger number packs like eight or so.
