People have been wearing protective clothing here in UK since the Romans arrived. Some people still wear chain-mail under their shirts. It won't stop a bullet but it does stop a normal stab with a knife. However, it will not stop a stiletto knife with it's long thin blade, invented by the Italians in the middle ages when war was an ever present threat to the ordinary citizen.

We now have a mini-war on our streets. Some parents are already sending their kids to schools wearing body armour.

There is nothing stopping you in the UK, but get one that fits. If it is too big, everytime you sit down it rises up and clouts you under the chin. They won't stop a rifle bullet, and even a pistol ball makes the hell of a lump on the inside. Still, better a broken rib than a 3/8ths hole all through. One thing, a bullet proof vest isn't always stab proof. A tip; don't go swimming in one.

Simple answer yes, but you may want to check with your local police department just to make sure. Some cities/towns have some pretty strange laws, and you show know if there is some law prohibiting the wearing of "protective armor" unless in the performance of a job.. Why would you though? unless you live in a high risk neighborhood, or have a dangerous job (guard on an armored car?). Not the most comfortable of clothing attire!

Yes, unless you already have some type of major trauma to the torso. In that case putting on body armor may further injury the wound.
