I am pleased you used 'best' not 'cheapest' as the two are very different.

I would go to an insurance broker and ask their advice - you have the additional benefit that if something does go wrong then they can help you.

IN general there are three factors you must look at.

1) Value for money.
2) Cover provided
3) Claims Service.

With (2) you can eliminate every single Direct Company on the market! They can only offer cheap insurance by cutting out or reducing benefits. Online insurers are even worse as they rely on customers' ignorance.

Overall the best cover would probably be found with Zurich Solutions (Free legal expenses, free breakdown cover) and Royal & Sun Alliance also offer a very good policy in terms of features.

Norwich Union (NOT NORWICH UNION DIRECT) also offer a good policy and excellent claims service.

The three policies above are usually a bit above market average in price however (as you would expect as they pay out more in claims and offer a better service - this costs.)

Looking at the next level of policies, Fortis do a pretty good one and they can be very reasonably priced. (Again try a broker to get a good deal) - I Would class MMA/ Groupama in this group.

At the bottom you have companies like KGM, Highway, Corinthian group who traditionally are TPFT insurers and thus do not have as many benefits in a comprehensive policy - but offer very compettitive TPFT as that is where their specialism is.

Of the larger broker-orientated companies, I have not commented on AXA - I suggest you ask various brokers as to whether they offer any service.

Also watch out for Economy policies that are mainly ADFT rather than comprehensive - some frills have been removed to reduce the price.

Many broker have comparative software available that compares policy benefits - so you can ask what you want and they can produce a cover-comparison.

It is not a case of there being a best insurance company. Everyone will have a different idea. It all depends on what will suit your needs (using the car for work and pleasure, or pleasure only), keeping the car on the road, or in a garage, whether you live in a large city, or small town - I could go on! Your best bet is to get quotes from a number of companies making sure that you give as much information as possible. Check what is offered in the case of a breakdown/accident (replacement car, or not), how much excess has to be paid etc. Only you can decide what suits your needs.

There is not a best really and you reqally only find out when you have had a claim.

The best way to get a quote is to write down what you want from the policy and find the right co who will match your requirements, also check who is the best when it comes to cancelling a policy some cheap ones can be very expensive if you want to cancel mid term

The one that pays out quickly and in full, when you make a claim (very few and far between, unfortunately...).
