Granulated sugar IS white sugar.

Granulated sugar is white sugar. If you mean granulated v. confectioners sugar, it will make a difference if you are making a frosting/icing for a cake and it may slightly affect consistency in other recipes

Granulated sugar IS white sugar--unless by white sugar you mean the powdered or "Confectioner's" sugar. Then no, I wouldn't substitute it.
