when she comes back pat her on the head and say good girl and throw her a treat.

Perhanps you or a neighbor has a very large vehicle. Something with oversized tires or just a huge SUV. Have her sit on someone's lap in the drivers seat and have her try to see you out the mirrors while you hide at about her size around the vehicle. Have expained to her that she won't be seen and bad things will happen and she will end up far far away and never come back and everyone would be sad.

Also, walk her around the vehicle (with it off obviously) and show her how little she is compared to the tires, etc and maybe have it run over an empty soda can or something so she can see.

This worked for a kid I cared for. Never went in the road again and never walked near a car that was running.
Then go buy the kid leash and explain that if she is a baby and runs in the road she must wear it, most 2yos want to be big girls.

I used to think they were awful but those child "leashes" are actually the most effective thing to use if a child won't hold your hand. They don't look so much like a dog's leash anymore, you can get cute backpacks they can wear which look like animals with a long tail (the strap that you hold). I want to get one for my two year old boy who doesn't like sitting in his stroller much anymore, so then he could walk with me safely. This would be a good temporary solution until she is old enough to understand the seriousness of running off from you.

First things first she has to understand that what she is doing is wrong. So you need to spank her on the Butt, take a toy away from her, or yell if you have to. or you can do all 3. keep in mind though if she is yelled at all the time for anything she isnt going to get how important it is. make sure you pick your battles.

grab her and spank her thigh (not her butt since she's probably wearing a diaper)

let her know she can get hurt

also either keep ahold of her hand at all time or buy a kids harness leash

start teaching her to look both ways before crossing

put her in a stroller and fasten the straps. if your out to play then she doesnt go outside except in a safe park

also punish a firm swat to the backside does a world of good

If you at the store and she is running away from you in the parking lot then you need to get one of those baby leashes. They work. I have one for my daughter.

That should take care of that problem. Remember though you need to discipline her. That is very dangerous.

Hold her hand. If she breaks loose and does it again, into time - out she goes and no more going outside for the rest of the day. She'll learn quickly.
