It sounds like you're feeling a little panicky about this issue. I have good news for you and bad news.
First the good news. Losing 30 pounds is a very realistic and attainable goal. Given the height and weight you provided, you have a BMI of 28.9. This means you are technically "overweight" and not "obese". Congratulations - you're in better shape than a lot of people who want to lose weight.
Now the bad news. It is really quite unhealthy to lose more than 2 pounds per week. It sounds like you will not be able to quite make it to the 30 pound loss mark by March - it will take a little longer. Don't try to lose weight faster, because you are much more likely to put that weight right back on. When looking to lose weight and get in better shape, "yo-yo dieting" is one of the worst things you can do to your body.
To get to your goal weight of 149, you need to eliminate 500 to 1000 calories from your system every day, preferably through a combination of diet and exercise. This will put you on track to lose 1 to 2 pounds a week.
Please also remember that you are still very young and the dieting and exercising habits you develop today can have an impact on you for a very long time. Treat your body well and it will treat you well in return - eat 3 to 5 small meals a day, make sure you get enough protein and fiber, don't overindulge on carbohydrates or fats.
If you are kind of panicky about this issue, I would advise you to see a doctor. It sounds like you're dealing with both a weight issue and a body image issue - tackling them both at the same time is hard! A doctor can give you advice on how to proceed and - more importantly - can treat you for any depression or anxiety you are experiencing. Some medications for depression and anxiety have the welcome side effect of suppressing your appetite. Being happy - or at least not being depressed and fixated on self-defeating thoughts - is one of the most important things you can do mentally to help keep you on track.
Finally, I saw some people have left you some unkind answers here. Ignore them. Just follow a reasonable diet and exercise plan and stay optimistic.

Eat a proper diet and the pounds will melt away. You did not gain it all in a day and it will not go away in a day.....sans surgery that is.
· It is important to maintain a good diet so you don't compromise your health. Damage done because of lack of nutrition is not worth a nice body. Some diet damage cannot be fixed.

· When you deprive your brain,(your brain craves sugar) the brain will take other body cells to convert to the elements that it needs. And the cells it takes are BRAIN cells. OOPS. I don't want to lose brain cells to have thin legs. But I would like to have both.
DECIDE TO MAKE A LIFE CHANGE TO A HEALTHY LIFE STYLE.
1) fruits and veggies, all you want, organic, raw, vine-ripe if possible. Steamed is OK, sautéed is OK even canned or frozen is OK, but lots of them.
2) limited or no meat.
3) nothing fried
4) no FAST FOOD- is junk, no nutrition, empty calories
5) NO PROCESSED FOOD. if you can't pronounce it don't eat it.
6) nothing white, salt, sugar, mayo, milk, (or at least in moderation.
7) NO DAIRY-dairy is great for baby cows, your body does not even digest it properly. check out www.notmilk.com
8) EXERCISE- and be sure to refresh your body with water and fresh fruit
9) NO PROTEIN SUPPLEMENTS. Muscle is made from water, replace the water. You get enough protein from the food you eat, You get more protein from spinach than the supplements you take and your body does not get toxic on food protein the way it will with supplements. Supplements can really tax you liver.
10) Good supplement would be Omega 3, and Juice Plus+

11) NO CARBONATED DRINKS, or at least limited. They actually dissolve the calcium in your bones.
12) Calories in calories out.
AND DON'T GO NUTS, MODERATION.

This is going to sound awkward but there are a lot of exercising techniques at www.bodybuilding.com I know you think it's just for body builders, but it's not really. In basics it is but they have all exercises and it shows which parts of the body that they effect and since I haven't a clue what you look like I cannot give you certain exercises to do to decrease fat cells in that area. Also they have diet plans on there (for eating) a good thing to do on a diet is stay away from carbonated drinks and junk food.

why? u must have confidence u must love ur self as u r.people must love ur personality not ur appearance .shallow people only care for appearance. if u lose weight quickly u will gain it again quickly .dont deprive urself from what u like to eat .just eat small amounts .also eat when u r hungry only.Dont express ur depression by eating more food .try to practise a sport or do some activity,be patient, its fine
