I have a question about God and forgiveness. Here's a scenario:

Jeffrey Dahmer, a serial killer who murdered and cannibalized 17 people, found God and became a Christian while he was in prison. Supposedly, Jeffrey Dahmer sincerely repented. Accordingly, he was forgiven by God for murdering and cannibalizing 17 people.

So if Jeffrey Dahmer were still alive, and a journalist interviewed him and asked, "Did you murder and eat those 17 people?" and Jeffrey Dahmer replied back: "No, I didn't. I've never murdered or eaten anyone." Would he be telling the truth to the journalist, because he had God's forgiveness? or is he lying, despite being forgiven by God?

Where in the bible does it say that forgivness comes without repentance.
Repentance requires retribution to the victims (in this case family).
And where does it say that forginess means it never happened.

The guy would be a lier..!!

He would be lying. He would be a new person in Christ Jesus and forgiven for his sin, but he is reaping what he has sown. He is paying his debt to society for the awful things he has done. A more appropriate way of saying something like that would be "I did those things before I believed in Christ. I am a new creation in Him. That part of me is dead. But yes, before I found Christ I did kill and eat people."
Don't forget Paul one of the most powerful apostles of Christ slaughtered tons of Christians before Christ intervened in his life and he became a Christian. People will reap what they sow. Some in this life, and some in this life and in the next. (Meaning if they do not repent and ask forgiveness and accept Christ as their Savior and Lord; both lives. If they do they are forgiven by Christ and will reap what they sow in this life but Christ has forgiven them for the next, life.)

When God forgives, God forgets the fault and even at time the debt due to the fault immediately or after pennance. It is good for the sinner not to forget the sin in order to acknowledge god's mercy and also to avoid future sin, however he does not have to answer every curius journalist about his life.

Although God and Heaven wiped it clean there , the memories here still exist . He would know he did it. it would be a lie.
BUT he would probably answer "I have been forgiven for that".
Besides God does not remove mans punishment for crimes.
You reep what you sow.

I do not know for sure but I would guess that if he repented, asked for forgiveness and was forgiven...then lied and said he didn't do it...then he wasn't truly repentful and might not be forgiven.

It isn't up to me to judge. Only God knows the answer to this one.

He should tell the reporter Yes, I did but I realized how wrong I was and asked God to forgive me. Now I am reaping the consequences for my sins, but through Christ, they are forgiven and forgotten.

He'd be lying and the Bible says all liars will be thrown into the Lake of Fire.
If he were truly forgiven, he would have been truly repentent. If he were truly repetent, he would not have lied.

In Judiasm God forgives sins committed against him but not sins committed against another human until you make ammends or attempt to make ammends to that person. You must try three times.

God is a forgiving God to people who want to be forgiving. I dont think Dahmer really wanted to be forgiving....forgivness is something that is given to a certain point and to people who really truly believe in forgiving.
