You could try the dental clinic at NYU College of Dentistry (or Columbia University dental school).
Some of the voluntary hospitals have dental clinics--LIJ, Queens General. Mary Immaculate and St. Johns Queens used to, but I don't know if they're still open.
I believe the NY State dental society is setting up a program of free care volunteered by individual dentists. Don't know if it's set up yet, but you could try contacting them too:

NYU Dental school is about 1/2 price. I believe students get an even better discount. I used the dental school about 6 years ago, the initial visit with the x-ray cost me $65. They'll quote you the price before you commit. As far as I'm concerned that's the best option in NYC other than going to Chinatown hacks. But If that's what u interested in I think they'e a few chinese/asian clinics in Elmhurst that are extremely cheap.

Stay away from the professional teeth whitening procedures and from the whitening at home kits. They are using extremely toxic chemicals that can cause IRREVERSIBLE DAMAGE TO TOOTH ENAMEL and premature tooth decay.

Check out this site: http://www.naturalwhiteteeth.net - It's about how you can whiten your teeth 100% naturally. Same results but 100% safe and 1000 times cheaper.
