Yes there is one that springs to mind, if the table slopes and you're worried that your soup bowl might slide towards the person opposite, then have a really good blow onto the table cloth, press the soup bowl onto the nose blowing-glue which you've deposited, thus ensuring the safety and comfort of all at your table.
PS. You might have a problem when the next course arrives at the table, but that's the waitress's concern.

Why yes...especially at the Captain's table while on a cruise, or when sitting with the Guest of Honour at a banquet.
Actually the only acceptable time to do such a thing is on camera...and try to chuck after blowing real hard...blame it on a reflex.

Blowing your nose is acceptable at the table. However, if you're doing a full-blown trumpet-sounding to clear your nostrils, then that's rude. Excuse yourself and go for it in the privacy of your own space (in the bathroom or the car.)

Lightly blow your nose into a napkin. If you need to "blow the horn" go into the restroom or outside. Blowing your nose into a table cloth?! Well, I know that I wouldn't want my guests to run away. lol.

After enough alcohol, everything becomes acceptable behavior, but only if the alcohol levels are equal among all members of a party.

In your own home, late at night, with the door locked, the lights off and a gallon of brandy beside you (for antiseptic purposes), who's to know.
Otherwise, no.
Cheers :-)

14 minutes after dinner has started, shortly after you've had your fingers in the butter dish... I also like J B's answer.
