To accomplish your goal you need to incorporate a quality weight lifting program as well as eat a balanced diet with lots of good quality proteins. Continue your running workout routine. If you want to gain speed, be sure you do track or speed sessions at faster than race pace twice a week. The increased muscle from working out, the quality diet and the speed sessions will help you accomplish both goals.

Of course its possible. Running speed is, as far as I know, based on muscle strength of the legs and lung capacity. If you do a lot of sprint style exercises you should increase your running speed and if you space those with weight training you should increase your mass. You're already skinny so I wouldn't worry about getting skinnier.

YOu've chosen two opposing possibilities. Generally, running causes you to lose body fat and to lengthen and leaning the muscles. So what you want requires two opposite types of training, and one may interfere with the other.

If you're training for track, then you will need lots of weight training in addition to lots of running. But don't confuse body mass with strength. YOu can gain strength without gaining big muscles.

Ok try doing alot of squats and leg muscle work which will almost automatically increase your off the mark acceleration but keep practicing long distance running because your lower legs and ankles will not be use to it! You need power to accelerate quickly the definition of power is strenght over speed so you need both!

Top runners lift while they are running. Lift 2 days each week, on your easy recovery day for running.
You can lift after you run, not before.
It takes muscles to run, so there is nothing wrong with a good weight program, and running.
