I have rarely found 14 year olds who were consistently responsible enough to work in a commercial setting. There are exceptions, but the concept of all places of employment hiring 14 y/o workers is not reasonable. Additionally, as a 14 y/o can not drive, it makes their commute to work difficult, causing problems when they can't arrange a ride, if they live outside an area with mass transit.

For obvious reasons there are child labor laws. States can decide as well as the federal laws that childeren must be a specific age before working in specific types of areas. You wouldn't want a 14 year old as a cashier in a bar, for the same reason you wouldn't want a 14 year old driving a Semi. Most states have a law that will allow a 16 year old to work small domestic type jobs like lawn care services, baby sitting with first aid certifications in CPR. Some states have laws where students still in high school can work part time hours while in school and full time hours during the summer months, cashiers in Washington State must be 18 for retail cash register positions, however not in grocery stores, where they must be 21 in order to comply with the drinking age laws.

No, as most 14 year olds I know are not responsible enough to handle all types of work. Fourteen is still a kid and kids wake up in the morning and say "I don't want to got to work today" so they call off, This makes it difficult for the employer as well as other staff members. No 14 year olds should not be working, they should be studying and preparing themselves for higher education.

Not all places. Young teens need jobs with less responsibility, but with the opportunity to grow and learn responsibility as maturity levels increase.
