How about the word "*********"? Is it a racial slur? It means cheap or stingy and though it sounds and looks like another word that most certainly is a racial slur, "*********" is a different word altogether. Do I need to stop using it because other people don't know what it means?

Both words are still in common use and their meaning is clear.
Should you stop using it...No...If I don't know what a word means I look it up...and am usually the richer for it.
Don't talk dumb for dumbs sake. Our language is disappearing down the sewer as it is.

"Bitching" is still a swear word. Just because you take a noun and then put it in verb form, it doesn't change the meaning!

"Niggard" is most definitely NOT a swear word, so you have the right to correct people if they get mad at you. However, it's not a common word in speech (in fact, I think it's fast becoming an obsolete word), and there are so many synonyms for "stingy" that it's safer to use another word. Just to avoid any misunderstandings.

"Bitching" is not a polite way of expressing your opinion. It would be considered cussing by most people. As for "*********", I would avoid using the word, despite it's true meaning. Most people do not know the true definition and would misinterpret your use of it.

I feel like "bitching" is a swear word.
"*********" is not, but many people do not realize that, and you might offend some people with it. Stick with a synonym.

You may offend some people, so I suggest avoiding both words around most people. "Bitching" isn't that bad...

I would stop using it because you could get in trouble. "bitching" is the verb tense of "bi*ch" so yes it is swearing. its like saying "fu*k" and "fu*king" its still a swear.
