It is going to vary greatly based on what service you have.

If you have cable with or without a box, the cable service can vary the frequency of the audio carrier to make the AGC circuitry in your TV think the audio signal is "weak". So that the AGC amp is then set to max, thereby blasting you.

I contacted my cable company with this issue and repeatedly asked them to stop, but as the advertisers want you to at least hear the ads you have little recourse but to, vote with your feet and pick a different service. Neither Sat provider does this.

I was annoyed by this as well, until I read someone here who said to check the CATV box for a "Compression" setting under audio options. I set this to "High" and now I am no longer blasted by commercials.

But my TV does not have this, but CATV box's do.

Look for words like "Dynamic Range Compression" or "Midnight Theater Mode".
