Was it considered normal in 1970's England for cousins to be with each other? I would think that's incest?

I'm reading a book and the cousins get together as if it's normal, isn't that pretty wrong and incestuous?

According to the Bible incest is only between brothers sisters, moms and dads with kids or aunts and uncles with nieces and nephews but not cousins.
