Take off the inside panel and seat the window back on the frame.

If it's power window, try swapping the power window button with a different one from inside the car. Sometimes window switches need to be cleaned, due to age, or maybe someone spilled coffee or soda on it. You can easily remove the switch and clean it out with a good electrical cleaning spray found in most auto parts stores. The switch can be disassembled easily and shouldn't break. Check your window seals for leaks, maybe water got into the switch and causes you trouble. Just clean it.

Well, did you try rolling it up? You didnt say if it was electric or manual. If Electric.. check the fuses first. If manual. then take the door panel off and see if the window is out of the track. But check the simple stuff first.

can you hear the motor trying to wind it up? it may be off the arm... you can do this easily by taking the door panel off. If you cant hear the motor, its prob dead, or wire was damaged... look into getting a used motor from a junkyard.(cheap)
I had to do this to my Jeep Cherokee.

It's your window regulator. I was a Service Advisor for VW for many years. Contact your local VW dealership and they should take care of it for free.
