So what is the proper etiquette for when someone sends you an email via a dating site/ social networking site saying "hey want to chat" or something of the sort.... assuming the answer is no I don't want to talk with you? Do you email back and say no thanks or do you just not respond? Normally, I just don't respond since I don't want contact with the person.... so what is the right thing to do here lol?

Say no. Ignoring someone is very hurtful, unless they were indecent towards you. But turning someone down is your right.
