All of the PS3's updates are free. Basically the only thing that you have to pay money for when using the Playstation network is Downloading games. The Demos, Videos, and Trailers are all free.
To download the update you can simply go to us.playstation.com on your computer and save it to a USB drive and then transfer it to the PS3. Or you can just have your PS3 connected to the Internet and the PS3 will automatically tell you when a new update is avaliable.
