You cannot get a loan. You might be eligible to be approved for a line of credit offered through H&R Block, and the H&R Block Bank. The line of credit is up to $500, and is available in all 50 states except WV. If you live in WV, you are permitted to go to another state to apply. The qualifications include having been an H&R Block client in the past 2 tax years (either in an office, or online), expecting a refund of $1000 or more, expecting household income of $10,000 or more for 2008, and being over the age of 18. You must also have unexpired photo ID. There is no credit check.
If you don't meet these qualifications, never fear. If you go into an office now, they'll tell you how to apply for the year-round line of credit that will be available to others beginning in January. It's pretty neat, and is designed to help people avoid other, more expensive emergency lending.

I've heard no one is doing that anymore - without an actual w-2, you can't prove what your refund will be
