I'd love to know the story behind that question or perhaps not I have a 14 yr old son I've never seen him with the tape measure but it's never in the right place when I want it so now I know who's the culprit but joking aside I'd say very normal my son this morning showed me one hair he'd found on his face he was really chuffed went all macho on me lol

With so much talk about penis size (even when I was that age), I think it is pretty normal... they are just curious how they measure up.

Well, whoever is doing the measuring, probably you because you're asking shouldn't measure at 13, you're not fully developed yet so there'd be no point.

Can't see why it'd be abnormal.
I'd be interested about mine, if I had one. So much is thrown around about penis size being 'important', even very young lads pick up on it.

yeah its pretty normal,but just make sure your mum or dad,os sister/brother dont catch u doing it cos u will be the vent of many jokes and fun.

of course it is normal, its one of those things that a boy does.. but i wouldnt worry if it is not a big as you want it to be, you will get growth spurts of it many years on from now..
