Is kenda nevegal one of the slowest rolling knobby tires?

Well, the Nevegals aren't fast rollers, but they're far from being the slowest. They are for situations where you need great traction and they work pretty well. In my opinion they're one of the best all around tires.

There are faster tires, more grippier tires, better tires for mud, but with the Nevegals you get a good all around tire. Unless you're racing XC or ride over dry hardpack a lot.

You really don't need a brand and model of the tire - if you can just look at it you can tell. Tires with thick, wide tread and open block knobbie will be very slow. They are made for mud, sand etc. - traction in loose material. The trade off is they are horrible on hard surfaces.

Why? I may not be the brightest bulb in the pack, so tell me why would someone want slow tires?

im a roadie so my opinion is for $#!+ but it looks pretty slow.
