Yes people who say phone every vet you can, that's a very good idea... If you keep phoning different vets and telling them you have an emergency, someone should be able to help! Try looking online to find out in another city nearby has an animal urgent care clinic that doesn't have such a huge deposit or that might help you without money if your local one won't. Do you think your puppy might have eaten something? If you do, especially if you know what it was, you can always phone poison control, pretend it's a person who ate it, and then ask them what to do. I've actually done that before for my cat. People and dogs and cats have very bodies... They'll ask for details about your name and situation so make something up in advance because they probably won't give advice about dogs... You can pretend it's a kid you're babysitting. They might tell you to go to the ER (not possible), but they will also tell you if there's any possible first aid you can initiate immediately to help.

Are you for real? Are you stuck on an elevator in a building with all the power is out, too?
It sounds like you're making up reasons not to go. Here are a few options:
1. Charge your cell phone
2. E-mail the vet and the taxi company! You obviously have Internet access
3. Walk to the convenience store and call a taxi
4. Go to the neighbor's and borrow their phone
5. Ask your neighbor for a lift to the vet's
6. Call a vet that will visit your home (though I don't know if they'll do it in an emergency)

E-mail someone to come and get you and take you and your puppy to the VET asap, or take a taxi, or get a neighbor to take you. Make a phone call from a pay phone or a neighbor's house. Pay someone to take you and your dog there. Make a way to get your dog to a Vet or you could lose her!

It could be several things, He may have eaten a bone and have a sharp shard poking his stomach or it could be teething like kids do and bleeding from teeth, coming in much like a human . Look around and make sure he didn't get into some chemicals of some sort and if he did email a vet online in your area which you can Google . Hope something here helps and keep him hydrated with water etc.

You need to get the puppy to a vet immediately. Go to a neighbours house or find away... this could be very serious and you need to see a vet. You have internet, so text someone who can help you or send an email....

Unplug your (internet) computer and use that 'phone line... to call the vet. They may be able to home visit you, or get a friend or neighbour to take you.
If you think your dog may have vomited blood, use a clean object to scoop up a representative sample of the vomit and take it to the veterinarian. Tests can be done on the vomit to confirm whether blood is there, even if only trace amounts are present. Blood may come out in tiny flecks mixed in with fluids, as blood clots, or appear like coffee grounds if the digestive acids of the stomach have had time to break the blood down.
Causes
Assuming it is blood, a trip to the veterinarian is indicated. Causes of hematemesis, (our term for vomiting of blood) include ulcers of esophagus, stomach or upper intestines (may be associated with aspirin or steroid side effects), foreign material such as sharp bones in stomach or esophagus, cancers of the upper digestive tract, severe inflammatory conditions, and problems with the blood coagulation system. All of the potential causes require veterinary intervention. Sometimes a dog may have some blood move down through the digestive tract, discoloring the bowel movements a dark, tarry color (called melena). Note that a dog may actually have bleeding in the respiratory tract, and cough blood up into the oral cavity, then swallow it so that it comes out with vomit instead of the cough, so not all sources of blood are in the digestive tract.
Diagnostic Tests
To pinpoint causes of bloody vomit, a complete physical examination and health screen, including blood cell count, blood biochemistry panel, and urine sample are considered a starting point for the patient "work-up". Other tests such as clotting evaluations, stool samples, X-rays and ultrasound may also be required. Sometimes an endoscope is used to evaluate the esophagus and stomach to check for masses, ulcers etc., and to obtain tissue samples for biopsy or fluid for bacterial or fungal culture, or for parasite checks. If a case of bloody vomiting progresses, complications can occur such as anemia, infection, and rarely death in cases where a mass such as an ulcer perforates.

I don't think that can be a good thing.
I have a puppy also and if I was in that situation, I would take a cab to the nearest Vet!
Or call a Vet hosp to see if there's anything you can do from where you are.

Can you take a taxi or borrow a phone? it sounds pretty urgent...
Are there any other symptoms? What did she eat? has she been eating/drinking? Is there anything in her stool? I would follow up with a vet as soon as possible if I were you...puppys are just like babies, they dont tolerate as much.
