Yes, girls can be curvy and skinny at the same time.
I am 5'5 and weigh between 99-103 lbs but I still have curves..
I'm a bit bony and have very thin thighs/stomach/arms but I have a large butt, BIG hips and average breasts..

A skinny girl won't have large hips, average breasts, or a full butt. Those things would make her average sized. Protruding bones would make her skinny, but they wouldn't exist with the other things you mentioned.

I think it depends on a guys personal taste. Some guys like skinny girls, some like really overweight girls. Most guys I know like a little meat on the bones but not slobbishly fat because theres really no reason for that (not even genetics, u can fight that). They like womanly figures

I lost a bunch of weight and when I stopped I was 150lbs and a size 6...5'4"and was starting to lose my curves. If you're 100lbs...I'm sorry, there is no way you could be curvy. Maybe part of the problem is your self image...maybe you think you need to lose weight to get rid of the imaginary butt you think you have. I'm not saying that to be rude by any means...seriously. A lot of women have a self image problem.

From what I've heard, guys prefer girls with some meat on them...you know, healthy...curvy. I'm curvy, and my boyfriend gets mad everytime i say I need to loose weight because he hates skinny girls
