In California it's illeagal (Misdemeanor) for a dealer to sell a car that doesn't comply with Division 12 of the California Vehicle Code. Who inspects it to say that doesn't comply? It's not the DMV. Is it CHP? Who has the authority and where does it come from (ie Codes/Statutes, etc.)

I will do my best to make sure I pick a best answer.

Not sure about California but in most states the state police...state highway patrol...state troopers...(whatever they're called)... have the responsibilty of inspecting vehicles for DMV compliance and safety. I'd start with the CHP and ask them. If it's not them I bet they can tell ya who it is...*wink*

Start with local police, or even local mechanic if it haven't gotten into accident yet. CHP doesn't always have jurisdiction, esp. not on highways.
