I think its someone who is a complete idiot, and is using everyone else's oxygen, like some of the people i work with.

Someone who's mere existence constitutes excessive consumption of O2 and other resources. Their every breath constitutes another act of O2 theft, and if they were properly punished for the number of repeated offenses, the only possible sentance would be death.
