They came from the Alsace region and arrived in Philadelphia in Oct 1748. Wilhelm was born in Dutch Flanders about 1706 and died sometime between 1758-1764. Any information previous to their coming to the United States would be greatly apprectiated.

Your biggest problem in looking for information is that there was no country called Germany for another 120+ years. He was Flemish and lived in Elsass. I would bet he was actually a resident of the former Duchy of Brabant. The best place for you to find credible information without rehashing what's already out on the internet is to contact the Holland Society in New York. Their library is the very best of the best for emigrants from the area you're describing into the American colonies during that timeframe. Now this is dug from submitted information so accuracy must be determined.

Wilhelm Waggoner's wife, Agnes Fleischer (b. 2 Nov 1714 in Ober-Seemen, Hessen, Germany) had the parents

Andreas Fleischer (b. abt. 1690 in Ober-Seemen, Hessen) and Maria Schmidt (b. abt 1690).

Andreas' parents are...

Johannes Heinrich Fleischer (b. 1664 Herbstein, Hessen, Germany) and
Julianna Elisabetha Appel (b. 1 Mar 1657 Germany)

Then..

Johann Heinrich Fleischer (abt. 1635 Herbstein)
Anna Kinqunda Wagner (abt. 1640 Germany)
