Theodore Herzl was a Zionist, but not because he felt especially Jewish. He basically turned to Zionism because he understood that Jews would never be accepted in other countries, hence requiring a country of their own (he understood this from the Dreyfus trial). His dream was of a Jewish country basically in the style of Europe, and then like a German is respected in France, a Jew would be considered just someone from this Jewish country and thus be accepted as an equal as well. This was not the view held by most Zionists, and thus in the Zionistic congress, 'any country' was not enough. They wanted a return to the ancestral Jewish home, which is in part why proposals like the Uganda plan failed. I suppose the simple answer to your question is because he approached the issue from a purely logistical and secular point of view, while most others did not.

Because he wrote that book he just wanted anywhere for the Jewish homeland - but like any other Jew he would have prefered the territory that we today call the State of Israel and later in life became an advocate for establishing the modern Jewish nation-state in the fertile cresant where it is located today. If you read his book "Altneuland" which was published in 1902 you would see this in his writings - he also saw no conflict between Jews and Arabs in the creation of the new Jewish nation-state in the Middle East - to bad huh? My my.... how convenient....you don't mention that he proposed equal rights for both Jews and Arabs, nor all the other remarks he made. That site doesn't appear to mention the quote in your post - I will look for it in my book when I have more time.
FYI - why would he need to specify Palestine - it would be obvious he meant this when he talked about the Jewish homeland. We have no other, after all.
And Israel was our home thousands of years before Islam developed.

Because he was a very secular Jew.
His belief was that Jews needed their own nation-state where they would be free of persecution. To him location was irrelevant.
For others Eretz Yisrael was very relevant and they wanted to reestablish the Jewish nation-state where it started, and in the Jewish holyland.
