The police can call on their radio to find who owns a vehicle. Is there any way I could find out who owns a car?

No. You aren't the police. That information is not public information.

If you are law enforcement you call it in to dispatch, and they tell you. If you are a towing company, with actual possession of the vehicle and a need to notify the owner of that possession, you fill out the paper work, pay the fee, show your business license and they will print it out for you. If you are an insurance company with a claim against the vehicle, as above, paper work and a fee leads to a print out. If you are not any of the above categories, it's restricted information that you can not get.

No that is illegal for them to give out that info if you are not in law enforcement.
